Driven by national policies and initiatives such as the Education Informatization 2.0 Action Plan, the Guiding Opinions from the Ministry of Education and Five Other Departments on Advancing New Educational Infrastructure to Support High-Quality Development, and China Education Modernization 2035, the construction of digital campuses is rapidly gaining momentum across the country.
To address key challenges in this process—including regional imbalances, a growing digital divide, and low efficiency in investment returns—the Regional Education Informatization Planning and Evaluation System provides comprehensive services for assessing and guiding the development of education informatization at the regional level. The system supports the formulation of evaluation indicators for digital campus progress and offers top-level planning and design for regional education informatization and smart education initiatives.
It encompasses multiple dimensions, including the status of digital campus infrastructure, post-construction application outcomes, allocation of digital teaching resources, evaluation of digital education platform utilization (Figure 1), and the development of informatics assessment systems (Figure 2). The platform facilitates continuous monitoring and annual evaluations of regional progress in education informatization, delivering data-driven insights to support local education authorities in making informed plans and crafting precise, effective policies.
