Planning and Evaluation of Educational Informatization

The National Engineering Research Center for Educational Big Data focuses on researching ways to improve educational informatization. It develops evaluation indicators, assesses current conditions, analyzes policies, and provides support for decision-making. The center conducts important studies that offer scientific evidence and policy advice at the national level.

In China’s education reform, using informatization to modernize education is a key strategy. Since the 18th National Congress of the Communist Party of China, informatization in basic education has made great progress. Many key indicators have doubled, internet access is widespread, and multimedia classrooms are common in primary and secondary schools across the country. There has also been significant growth in online learning platforms for both teachers and students. However, challenges remain: resources are not fully utilized, technology integration in teaching is inconsistent, and available resources could be better optimized.

To achieve the goal of modernizing education through informatization, and to support more balanced education, better management, and smarter decision-making, it is important to carry out precise and data-based evaluations of informatization levels in basic education. The Ten-Year Development Plan for Educational Informatization (2011–2020) highlights the need to improve and develop standardized evaluation indicators. The Educational Informatization 2.0 Action Plan further calls for thorough supervision, evaluation, and independent assessments focusing on regional informatization efforts. These evaluations play a key role in measuring the efficiency and impact of informatization across regions and schools, helping to ensure its ongoing development.
