China attaches great importance to the digitization of education and has launched the implementation of the National Education Digitalization Strategy in 2022. The development direction of the National Education Digitalization Strategy Action has been clarified in the "Outline of the Plan for Building an Education Strong Country (2024-2035)". Recently, the Ministry of Education and nine other departments jointly issued the "Opinions on Accelerating the Digitalization of Education" (hereinafter referred to as the "Opinions"). This article summarizes the implementation effectiveness of the national education digitalization strategy in the past three years and looks forward to the development prospects of the national education digitalization strategy in the next three years.
Three year achievements: from strategic layout to global breakthrough
Over the past three years, China has taken the National Smart Education Public Service Platform as a key lever to continuously unleash the cumulative spillover effect of digital technology on the high-quality development of education.
One is to build the world's largest education resource center, benefiting billions of learners. Since its launch in March 2022, the platform has continuously gathered high-quality digital education resources, with a traffic volume exceeding 60.8 billion, significantly expanding the beneficiaries of high-quality education resources and effectively promoting the balanced development of education.
The second is to promote the pilot application of national platforms across the country, with demonstration effects radiating throughout the country. Starting from 2022, 32 provincial-level platforms will be gradually integrated into the national platform in batches, forming a national smart education platform system that runs from top to bottom. In March 2024, national platform wide application pilot projects were launched in Guangdong, Hainan, Ningxia and other places, which improved the effectiveness of platform applications.
The third is to explore the integration of artificial intelligence and education, and the initial manifestation of the role of intelligent empowerment. Initiate the action of empowering education with artificial intelligence and build a large-scale model of disciplines. In March of this year, the National Platform 2.0 Intelligent Edition was released and the "AI Test Field" was launched to promote innovation in human-computer interaction. Select 184 artificial intelligence education bases for primary and secondary schools, and continuously deepen the application of artificial intelligence education.
Fourthly, carry out large-scale digital literacy assessments to comprehensively enhance the digital literacy of teachers and students. In 2022, the Ministry of Education released the industry standard for "Teacher Digital Literacy" and organized the Education Informatization Strategy Research Base (Central China) team to continue conducting digital literacy assessments for teachers and students. Conducting precise training and establishing an integrated evaluation and training mechanism have significantly improved the digital literacy level of teachers and students.
The fifth is to expand international exchanges and cooperation, and enhance the global influence of China's digital education. Continuously hosting the World Digital Education Conference, the World MOOC and Online Education Conference, establishing the World Digital Education Alliance, the World MOOC and Online Education Alliance, and launching the international version of the national platform... China's contribution to the development of global digital education continues to increase.
New Three Year Outlook: Education Transformation towards the Intelligent Era
Based on a new historical perspective, the Opinion points out the direction of digital education in the next three years from three dimensions: integration, intelligence, and internationalization.
Firstly, national platform services are more inclusive, and the learning experience for all continues to improve. The Opinion clearly proposes to "deeply promote integration, strengthen and make good use of the national smart education public service platform".
